Wrap package with paper and ribbon. To make pouf, cut 3 colors of tissue into 6"x12" strips. Layer the strips and cut scallops on outside edges; gather in the middle and tie with ribbon. Tie several bundles together to create a fluffy pouf. Attach to package.
